
The State Mutual Aid Reimbursement team provides mechanisms for local responding entities, state agencies and other entities to seek reimbursement for accepting and responding to state-assigned mutual aid missions. This team processes reimbursements for both in-state deployments and out-of-state (EMAC) missions.

Aaron Alvarez is the Incident Support Task Force Coordinator for TDEM Region 5. He previously served as Executive Aide, working closely with the Media, Communications, and Preparedness teams and agency leadership to support public engagements and events across the state. He originally joined TDEM as Advance Representative.
Aaron is a graduate of the inaugural Texas Emergency Management Academy, where he received his FEMA National Emergency Management Basic Academy Certificate of Completion as well as NREMT Emergency Medical Technician Basic Certification. The Academy provided him with over 1,400 hours of instruction, training, and knowledge in a variety of aspects of emergency management, including the fields of emergency preparedness, disaster response, recovery, and hazard mitigation.
After graduating high school and attending college, Aaron worked as a project manager for a general contracting company in Austin, TX. During his free time, he spent many hours volunteering for the local Fire Department and learning about Fire and Emergency Services.

Effective October 1, 2024, TDEM has published the new State Mutual Aid Reimbursement Guide. This guide outlines how TDEM will perform compliance reviews related to state mutual aid assignments.

The guide contains an acknowledgement statement that will need to be signed and submitted into the TDEM Grant Management System (GMS) unless the responding entity is subject to the TEMAT MOU. Beginning October 1, 2024, the newest version includes updates for administrative costs and will be required for all state mutual aid reimbursement submissions. Click the button below to download the newest version.
Note: administrative costs and branch coordinator costs are only eligible for incidents after October 1, 2024.
To assist our mutual aid partners with the process of submitting for reimbursement, TDEM is implementing training options via Zoom to go over all the changes and updates.

TIFMAS (Texas Intrastate Fire Mutual Aid System) is maintained by Texas A&M Forest Service. The program includes grants, training, qualification, and mobilization systems to make statewide use of local resources.
The TIFMAS Business Manual includes instructions on how a TIFMAS team will be deployed and reimbursed for the deployment.
The Texas EMAC Reimbursement Guide provides instructional guidelines on how individuals and jurisdictions will be reimbursed for an EMAC deployment.
